Will it be good for engineers if "programming" is NOT treated as a "special skill"?

What is Engineering? Engineering is the field of applying scientific principles and mathematics to solve problems through the design, creation, and maintenance of structures, machines, systems, and processes. It is a practical discipline focused on innovation, problem-solving, and developing solutions for everything from bridges and electronics to software and energy systems.  What does it signify when a person is treated as a "programmer"? "Software Programmer" is called "Software Engineer" in India. And I think it is extremely important to call him/her as an "engineer", because the skill is THAT important. It is as important as other engineering fields like "Electrical", "Mechanical" "Civil" etc. Software Engineering is also based on strong "Engineering Fundamentals".
